The world was once a peaceful place, where ten year old children could have grand adventures without a care in the world. People and pokemon competed against one another in friendly tournaments, testing their abilities in goodhearted fun.
That time is over now.
Due to accusations of pokemon abuse and outcries of child endangerment, the Pokemon League has been shut down, and official sanctioned pokemon battling outlawed. Enthusiasts of the sport have now gone underground, where the battling has grown violent with lack of regulation. Rocket Industries, which was formed when Silph Co. declared bankruptcy and was subsequently bought out by Giovanni, is suspected to be a major enabler of this renegade league, supplying the trainers with items, venues, and even bribes.
The world in general has been drastically shaped by the rash decision to outlaw pokemon training. Due to the sudden decrease of pokemon to offer personal protection to citizens, crime has skyrocketed. Additionally, pokemon attack rates have risen as well. Wild pokemon no longer respect humans and now only view them as easy prey. Owned pokemon have become increasingly restless, forced to undergo strict licensing and constant examinations in order to merely remain as pets. The Pokemon Protection League vehemently denies any correlation of these events to the banning of pokemon training and instead blame them on the illegal pokemon trainers. They have begun launching major sting operations in conjunction with the PokeForce to shut them down. The general populace is terrified and unsure in this new world of chaos...
