Our planet is still feeling the effects of the worldwide nuclear fallout caused by WWIII. Though, life as we know it still moves forward with the aid of the Dr. Albert Wily's technology and the unbroken spirit of meta and regular humanity. Cities continue to rise and spread where they can and civilization endures under his hidden tyranny. Little do the masses know that their savior is the very cause of their plight. The world is ruled by the eight 'Master' figure heads of Wily, each a powerful meta-human of his own ingenius design.

Yet... There is another... A man that will rise and show the world that everything is not as it seems.
