I realize this advertisement is incoherent, but most of what you need should be in there. For guidance, consult the Explanation section first, see the planning thread here, and realize that the answer to most mechanical questions will be "whatever works best for your character concept."
I have revised my application and I think I've addressed all your questions with the updates, except for the question of mechanics, and a theory about the Mourning. The first is easy: yes, I would like to go diceless. The second is more complicated and I'll return to it in a little while once I've had time to think about it.
@Thumb_Blighter: I await Bakar's background. Will be interesting to see why such a wild-seeming character is one of Khorvaire's largest cities...
@Torscha: Interesting system. I'm not sure why you wouldn't just go diceless for a mostly-solo game, though. Anyway, throw together a character and I'll take a look.
@C-K: No, I wouldn't have a problem with that. It does seem like something GURPS or diceless would handle better than 3.5, though.

@pink peril: It keeps getting better. Your description of Sabriel does a great job of almost totally defining her character, so much so that I don't think she needs any significant refinement. Instead, I'm going to ask questions geared towards expanding the world around her. First off, what are the contents of her knapsack? That could do wonders to indicate her priorities and how she perceives the world around her. Also, if it could become important, tell me more about her brother and maybe her parents. And obviously Sabriel couldn't know the type of person Terrice has become, but she would at least know what she does (like whether she still works for the House, whether she has a Mark, etc.)--so tell me.

@Jomonkey: Better. War isn't just beginning to break out, it's been going on nearly a hundred years now, but it's recently intensified between Thrane and Cyre. Also, tell me about his childhood/upbringing. Was he a native of Flamekeep? If not, did he grow up in the city or country? Was he rich or poor? How did the War effect him?
JD, I realize that it's hard to distill information from my gargantuan app, but I did mention that Terrice is Marked, and that she works for the House in Sharn. The rest I will fill in shortly.

In brief: a Xen'driki drow who left the jungle and eventually came to the mainland, living large on his deadly skills and his reputation both. He makes a living partially as a mercenary, partially as an exotic novelty, and partially through contracts for "copper awfuls" and other forms of cheap, lurid entertainment. Despite the fact that he's long since grown fond of civilization and its myriad benefits, he likes to play up his exotic/savage nature and the reputation of his people to awe, frighten, and intrigue--he loves making a splash.
Something of a glorious bastard with a rock-star attitude who can still get grim, serious, and brutally effective when the going gets tough.
Oh, and he has a tiny little dinosaur as a pet. It's adorable.

@BearsWithLasers: Oh, that character. I thought you were the creator of Malzen. Don't get me wrong, I absolutely love the character, but you're right that he skews heavily to the pulp side of things, which isn't the story I want to tell in this game. So feel free to submit another concept if you want, but Malzen isn't going to work. Sorry.
