Game Description:
Hello everyone, and welcome to the dark little underworld of the City on Water. Me and Illien, the instigator of this game, are looking for 4 or 5 players who wish to partake in a DC Adventures game, using the Third Edition Mutants and Masterminds rules. Below are some details about the game for those who wish to try their hand at bringing some hope to a town that has lost its aim.
That's all. The turning of the tides is in your hands now. Will the City on Water disappear into the mists of history permanently? Or will it finally become the grand place it should always have been?

I am very, VERY interested. Little busy with university this week as it is the week before mid-term break but...it's the week before mid-term break, so I should have a bunch of time pretty soon. I'll try and get something up soon, at any rate; thinking of a Batman-type martial-artist/tech guy with no actual superpowers. However where Batman's an all-rounder, this guy's focus would be on being preposterously intelligent. Also his disposition would be practically the opposite of Batman's, i.e. sunny.
While not explicitly stated on the rules, i'd allow hero point->extra effort. If this still proves too limited during game, something else could be worked out.
That would certainly lessen the impact of not being able to use EE at all.Definitely worth a consideration.

Well, there's always Stun Ammo for nonlethal damage with guns. By device weapons, do you mean '
And again, I'm reminded of Kiritsugu's Contender...
special bullets' like actual Stunning ammunition or something? Not sure how gun summoning would work, care to elaborate?
I'm about 2/3 of the way through my first read of the new rules. I have an idea for a metal controller or an empathic healer/emotion controller. I'm also interested a hero that uses the growth effect. I'll likely come up with more or completely change my mind as I continue reading but I'll definitely throw a hero or two into the ring. Is there a deadline?
Born and raised on the mean streets of Freedom City’s Southside by his single mother, Elijah carved a niche for himself the same way many other youths of the area did, with Violence. Taking aggression out on others for the anger he felt to a father who left his mother, and to keep himself and his little sister safe, Elijah soon earned the nickname “The Stretcher”, because that was usually how he left you, confident in his own fighting abilities he didn’t expect anyone to mess with him…at least that was what he thought. While walking home from his job he was ambushed by a couple of hoods that wanted to make a name for themselves, beaten to the ground and dragged to an alley Elijah tried to find something to fight with, finding only a lone lead pipe he reached for it, and that should have ended it with him getting beat by the two to a bloody pulp, but something happened when he touched the pipe he changed it was like the pipe became a suit and he was wearing it, to say he was surprised would have been an understatement, course the other guys were hysterical and after a few quick punches Elijah figured that he was significantly stronger and tougher. He decided to figure what was going on, at first he talked to his mother but she had no idea, he wasn’t a human/alien hybrid, and he certainly didn’t get hit with any sort of ray as a child, which meant only one thing…he had to be a mutant. At first he wasn’t sure what to think, he now had powers that made him different than everyone else…and yet, he didn’t feel that much different, he had the same house, the same life he just now could turn to any metal he touched.
Deciding to use his powers to keep the ones he cared about safe, after a fight with a gang that was harassing his sister, as well as the streets. But Elijah had always thought that the “capes” that ran around in costumes were idiots, parading around like celebrities. Elijah decided he would just help people, simple as that, if they had a problem they could come to him, Lord only knew how the other guys always knew what was going on. And it seemed to work quite well, Elijah handled problems that kept murders, drug dealers, and gangs off the street; He even had gain some notoriety with many of the other Southside residents.
It’s quite possible that Elijah wasn’t a mutant but in fact a created metahuman, recent government files are coursing the internet allegedly saying that a top secret organization is financing the former Administration to acquire Mutagenic information, continue information gathering will find that this organization specializes in a genetics program and almost over 50 years ago was infiltrating hospital in Freedom City administering a serum into pregnant women to induce mutations in their children. The truth is more horrific than he could imagine, S.H.A.D.E, a government organization that, deciding that they too needed more “Capes” to fight for their side they administered a mutation agent into the bloodstream of the pregnant women, Elijah’s mother was one of the children that was administered the agent, but the agent had no reaction to her, and deemed her a failure, however when she became pregnant with her son, some latent material of the agent appears to have affected Elijah allowing for him to have his powers, if S.H.A.D.E discovers that their mutation is possible it would mean that they could “make” their own army of mutant super soldiers, much stronger than the general soldiers used in many government organizations, all they’d need is to take the genetic material from Elijah which would unfortunately kill him.
Elijah’s powers are flaring out, not only is he able to mimic the abilities of some solid material but now he can duplicate the abilities of gases, liquids and even energy! At first this is great, with a whole new field for him to use he can probably take on just about anyone in town, unfortunately it’s discovered that his powers are flaring out of control and he can’t even turn back to normal, worse his powers are increasing at an exponential rate, and at the rate he’s going he’ll overload and become another Bludhaven incident.
Caren Austin: Elijah’s younger sister, he’s been keeping an eye on her since as long as he could remember, in that time he kept thugs, gang members, and the occasional boyfriend that doesn’t understand the words No, out of her life. He cares for her deeply and would do almost anything for her. She doesn’t live that far from him, about only a couple of blocks away which is great seeing as he enjoys playing with his niece London. Caren herself has grown in to a strong independent woman who, like her mother, won’t take much from anyone and even has taken Elijah down a peg should he step out of line. Elijah constantly finds himself telling her his problems as she seems to know exactly what to say. It should be noted that Caren and Elijah are only related by their mother as the two have different fathers, both of which who ran out on their mother.
London Austin: Elijah’s niece, she’s smart and sassy just like almost every other woman that Elijah’s met in his life, but cute as a button. Caren wonders where her daughter gets her behavior to which Elijah mocks “Really, you don’t have any idea? Really?” but that ends up with him getting slapped upside the head. London was probably one of the first people to see what Elijah’s power was, which she thought was cool, but then again lifting a car isn’t exactly boring to begin with. Elijah cares about her just as much as her mother.
Andra Austin: Elijah’s mother, a mother whose spouse ran off when he discovered she was pregnant she decided to take his last name to spite him, albeit was a small victory. Elijah has never really met anyone who he respects more than his mother seeing her as a “Real Hero”. She tried to raise young Elijah on strong religious beliefs hoping that he would grow up into a respectable young man, and for a time it seemed to be working, at least until the hatred of his father overwhelmed him and he turned to violence which he argued was keeping them safe. She continued to try and raise her children well, all the way beyond the point of letting the birds fly free. She eventually passed away due to complications to the heart, something that Elijah attributes with two husbands leaving her. Her passing hit Elijah hard and for a time he was in a deep depression, until his sister dragged him out of it saying his mother would be furious he was suffering so much over her. Elijah had taken a corner in his house as a memorial for his mother, what has happened to it since he left is unknown.
Justin Smith: Elijah isn’t sure what to make of the young man; he personally thinks he’s either the luckiest bastard or the dumbest. When Justin was just a teen, he and a group of young men decided to try and rob “The Last Call” bar, of course this was before Elijah had started showing off his powers, needless to say he left a few busted up bad. Deciding that all didn’t need to go to the hospital, Elijah took Justin and told him that if he didn’t want Elijah to leave him wrapped in a street lamp and dropped off at the police station he’d work off the damages he and his friends caused, which were ironically caused by Elijah going a bit overboard. And what started as working for damages eventually became a 5 year long thing between the two, Elijah can’t understand
Lewis Austin: Elijah’s father who he hadn’t seen for most of his life, he one day met him

Complications Responsibility: In addition to being a role model to his niece London, Elijah is also the owner of the “Last Call” Bar in Southside, though he commonly leaves responsibility to Justin, now that he’s old enough to vend alcohol.
Haunted Past: Elijah wasted so much of his life trying to make a name for himself through violence and intimidation that the memory of his days as a wild urban youth constantly remind him of the failure he once was. It hurts him the most now that he realizes how much of a pain he must have been to his mother.
