3.5. Are there any reasonably costed magic items to boost Use Magic Device?

What do you consider reasonable? The Circlet of Persuasion gives you a +3 bonus to the check for only 4,500 GP. But a good ol' +6 Cloak of Charisma will cost you 36,000 GP and will give you another (stackable) +3 bonus.

As its for a dragon, I define reasonable as a not overpriced non-epic item. So those will do nicely, thanks Ith.

Where do you get that "hard to remove object" ruling from? I am looking at the power description in both the Core Rulebook and Ultimate Power, and neither says nothing even remotely like that.

It's not a 'held' object the person may release, it's a 'worn' object that probably requires a willing or incapacitated subject to remove regularly, plus quite some fumbling. So no, basing it on a disarm action won't do. You could probably attempt to smash the thing or similar, but that needs GM's permission to do such with a power normally not suited for it.

EDIT: note also that allowing such shenanigans opens the window to the guy teleporting away somebody's armor, power ring, shirt, or helmet-of-doom. Yes, on such cases the wearer would get a reflex save to pull away, but it's still something you may not want to allow.

Where is the dice roller? And how does the 32 point system work in the character sheets for 3.5?

The dice roller is built into the forum and is pretty easy to use, generally.

For example, [di*ce]6m4d6v1[/dice] (without the asterisk) rolls 4d6 six times (6m) and drops the lowest die from each set (v1).

As for point buy, most of us use the Point Buy calculator on Invisible Castle

As far as the 32 point buy goes, the MW character sheets to not calculate that for you. I use an online tool to figure it out, and just fill the numbers in on the sheet afterward. Here's the one I use:

Make sure to use the one labeled D&D, since Pathfinder uses different rules.
