Top five spenders are the US, China, France, UK, Russia (in that order) for 2008.

Here they note that Russia accounts for the majority of the military spending increases in Eastern Europe from 1998 to 2008. They also note that Eastern Europe had the largest increase in expenditures during that same time period.


Edit: More on-topic, any kind of world-wide treating won't be binding to the US until the rest of the world is prepared to deal with the aftermath of confronting the US over its behavior. Globalization can be good as it increases communication around the world, and hopefully peace and understanding with it. Globalization can also be bad, as it allows the a single nation to dominate the rest of the world.

Notice also that Americas military spending accounts for almost half of the total for the world. Seems kinda overboard to me and I'm American

The sanctioning nation ALWAYS suffers from the sanctions, to some extent. What you're forgetting is that the US, while importing vast quantities of goods, has also lost the means to PRODUCE those goods at anything near comparable costs (which is why they're importing them in the first place).

When the cost of a t-shirt, or a pair of shoes, or a cell phone, or a computer, or, or, or...suddenly doubles, or triples, people will take notice. They will be unhappy, and they will demand action to fix the problem.

The problem is that the US provides a great many services to the world that other nations don't have the money/power to perform, so we lose goods, and they lose services. It's a lose-lose situation for everyone involved.
