So -- you were basically saying the same thing I was...

I don't think that is overpowered, outside of the fact kobolds get toughness for free at level 1.

Where...does it say that? Kobolds are extremely weak anyway; CR 1/4, as opposed to the 1/2 most player races have.

I would say that kobolds were MADE to be weak. As a rule, I think they SHOULD be weaker than other races. Of course, there are a few exceptions

(Zatrat, my kobold sorcerer and leader of the Blades from Eastern Intrigues)

I don't think that Toughness being improved really makes a huge difference, since kobolds have -2 con anyway. I believe all races should be balanced, as opposed to some being much better, and some being much worse.
