Magic is chock full of symbolism and intent. Each spell and magic item is crafted to suit the expectations of the creator. The original creator of the armor clearly intended it to be a source of bonding between the rider and his draconic ally. Scales taken through an aggressive or hostile means would have worked against that intent.

I would assume that even the most friendly of dragons would likely take care of their offcast scales, as such would be valuable as reagents, or could still hold some arcane tie to the dragon itself. Therefore, to receive such scales would require a measure of trust, which would carry over into the creation of the magic item.

Not necessarily. A gold dragon might think burying or burning your defeated foes is the honorable thing to do, not skinning them.
How would you feel if someone showed up in jacket made from human skin and tried to comfort you by saying it was made from the skin of serial killers?

Also, don't Dragonrider Armor suits require divine magic to make? Bahamut won't make you shiny if you go around murdering his people for their scales.

Ah well, y'know, if you make armor from a slain dragon, the scales are too leathery. It's that whole living skin thing, it's alive and more flexible. An' dragons can tell, y'see, 'cause they know what scales from a slain dragon are like.
Now, the scales that a dragon sheds, they're mostly the old or damaged scales, and they tend to be harder and less flexible. Some of 'em even have calcification patterns on 'em, if you look real close, y'know. Now, dragons, they can tell that easily enough, and to their minds, the fact that someone has carefully gone through 'em all and found the ones best suited for making armor is a sign of respect for dragons, well, as much as can be expected from some warmblooded scavenger. Not to mention that at least the little buggers didn't kill ya for it. Kinda bonus point territory there.
