By definition yes it is. Persuasion in Mass Effect tends to be the Goody Two-Shoes option for the Paragon characters, whereas Renegade Shepherd is supposed to use intimidation - which might as well be called "Threaten to Murder Them if They Don't Do What You Want". Regardless, romances in ME are available to both moralities of Shepherd, and occur independently of your stats. For a pen-and-paper game, having that kind of event happen without a roll would be rather unsatisfactory, of course. I suppose I could have decided to roll seduction into both diplomacy skills, but I think that might be a little uncomfortable in the case of Intimidation...

I went with D20 just because I've found Savage Worlds a little too simplistic for my tastes. A lot of Mass Effect is the neat tech and technobabble that Star Wars Saga does so well.
Does the system you use really determine how much technobabble you use in your campaign? Wouldn't you have to re-write most of the fluff of *any* system you're adapting to represent Mass Effect, anyway?
Savage Worlds is actually quite complex in the root of things. It appears simplistic because of its design focusing on action, however, when you consider the freedom to build a character literally as you see fit, with some fun houseruling, you can apply numerous different things.
The technobabble aspect can apply to ANY system, whether it is d20, d6, SW, storyteller, etc. That should be a null and void factor when determining a system. Just because Star Wars Saga happens to be in a futuristic setting doesn't mean others do not exist (and in many cases) do it better. Check out Slipstream, RunePunk, Deadlands: Hell on Earth, or Explorer's Society for Savage Worlds stuff, Check out any relatively solid Exalted 1st-2nd edition game (they fit more of a Star Gate type of theme tho in a way), D20 Modern (With or Without Mecha :P ). So many systems with less balance issues than Saga had.

SW has a lot of complexity in the roots of the game, the great part of its design is you can be as in depth or as simplistic as you prefered. After nearly 200 characters across DND 3, 3.5, D20 Modern, Saga, Exalted, Variant Exalted, Bleach d20, and various other systems, I've yet to find a system as adaptable as Savage Worlds .
