Forget which sub-chapter - Edit: D'oh! Ninja'd. The color scheme gives it away though - that movie was all about color in the narratives . . .

I think Brak's right...it looks like Michael Madsen in the turdtacular film "Renegade". (Based on the otherwise wonderful "Blueberry" comics by Moebius, not the Lorenzo Lamas series.) Google image search for "Renegade" and "Madsen" seems to confirm.
