D&D =/= final fantasy tactics. Not all spells have verbal components.

This is true. Not all have verbal, not all have somatic, and again not all have gesture. But you take away the ability to do any of these parts of casting limits the spells that a mage can cast. Especially if the mage decided all his spells had the verbal requirement. He is lost since he cannot speak.
