Nope, not familiar with assassin by a long shot. If I understand correctly: I can put shrouds on only one enemy, but I'm free to attack other enemies as long as I don't put shrouds on them?

If Jared does something that removes the snake before Vicky's turn, I'll probably change actions.

You can push shrouds on anyone in range.
You can attack anyone.

If you attack someone w/ a shroud (before the attack roll) you can choose to expend some or all shrouds. If you hit, for each shroud you expend you get an additional d6 in dmg. If you miss you get a minimum of 1d6. In either case, all shrouds fade.

Wrath of Dismal from Jared's rod is an immediate reaction. That means it happens during the snake's turn. Doesn't that mean Jared would still get a normal standard action for his round1?
