Am I reading the rules right that if we have 3 level 2's and 2 level 3's that's enough?
What about 2 and 2?

2+2+3+3= 10, divided by four is only 2.5... usually rounds down I'd think?

2+2+2+3+3=12, divided by five is 2.4... still not enough.

4x2+2x3 is plenty though because you get APL +1 for 6 pcs.
