It can be amusing if the game is specifically for you to make criminals, but in a game like this... el oh el. >_>

Well only the first part involves working with the military. A pre-existing criminal could just bluff their way from detection/recognition during that period. Once the first part is over, then the game is more free form and they can be as villainous as they want without worry... well except for having the law on them like flees on a mangy dog. But that should be expected of criminal PCs anyway.

Just wear a fake mustache for the first part.

Fake Mustache: Grants a +1/2 (are you serious?!) bonus to disguise checks. Also comes in handy with Knowledge [Fake Accent].

It's a masterwork tool :P

Add an eyepatch. That's always handy.

But that would make for a penalty to perception.
