Well, as a response:

The Puppeteer isn't usually seen as too controlling and manipulative. He is mainly seen as a slightly ticked off god, and though he has his schemes, only one or perhaps two of the other gods would know of it.

And indeed. Don't let the Puppeteer either: Go wild in nature, have a 5 minute period of being completely all-powerful, or even have 10 minutes with no other gods around.

I should probably point out that Reyl doesn't promise an easy life (unless he's lying.) He just promises that it will be more exciting.
