Edit: I will rule since both tests failed, the one with the least amount of failures win there by stating that the city watch was successful in disarming the Temple Guard of his weapon. It should be mentioned that he will forfeit his swift attack for this round by only being able to use a ready action to pick up his weapon and a standard attack half action.
