Tone of the GameOne Piece is a whacky, dramatic, fantasy world of epic portions. Where great pirates are the equivalent of Supers, hence why I will be using the 2nd Edition of Mutant & Masterminds and some of its supplement. A flexible point base RPG system. If you can imagine it, it is possible.

The PlayersI'm looking for heroic characters that are looking for adventure, treasure, and chasing their dreams. Also, team players, I'm not looking for the lone wolf who can do everything, because, well, you can't. That's why you join a crew.

To apply to this game, before anything, have access to the book. It's very important that you acquire the core book by some means. Next, have a concept. What do you look like? Did you eat a devil fruit? What is your skill set? Do you use a weapon? Do you have a bad sense of direction? Important questions that deserve a well thought out answer. You don't need to make a sheet until you are accepted into the game. Finally, tie it all together with the backstory. Where you came from, who raised you, who taught you what, things like that need to be answered. A well thought out and written backstory can make a big difference. No haki user are permitted at this time.

When one is accepted the rules for character creation will be posted in the game thread.

Ooh I like this. Though this does mean I will have to be more acquainted with Arrays, as the mechanics of it still are a little odd to me.

I can explain them, if you want.
First, you have the base power. Let's say well use the standard gun (simple Blast) for this.
The power is Blast 10, so it costs 20 PP. You take this feat: Alternate Power ([some other power]), pumping the cost up to 21 PP. However, you can now create another power, which may be anything, as long as it's PP cost is equal to the main power, without actually paying any points for it.
For example:

Cannon Blast 10 [Alternate Power (Rapid Fire)] Cost: 21 PP
Alternate Power: Rapid Fire Blast 10 [Autofire 1, Range -1]

So, you now practically have two powers for the price of one power and a single feat. The only downside is that you can't use them at the same time, though they take a standard action anyway, so that shouldn't be a problem. Yeah, I'm kind of bad at explaining this...
Long story short: With the Alternate Power feat, you can create another power without paying for it. When you take multiple Alternate Powers for the same power, it becomes an array, each power only adding 1 to the cost.

If you have any questions (very likely), just ask.

That's not quite right.

It's usually helpful to say that you have an array worth so many points, and then how many different powers are in the array. Spend points equal to array value plus the number of powers -1, and each power gets the number of points in the array to play around with.

Example (Seika Seika no Mi)

40-point array: 8 alternate powers
Plant control 10, Area progression x5 (62500 sq. ft. area of entangle), Regenerating, reversible, selective, precise, triggered
Alt power : Ranged Paralysis Cloud DC 20 Fortitude save
Alt power : Ranged Nauseate Cloud DC 20 Fortitude save
Alt power: Ranged Confusion Cloud DC 20 Fortitude save
Alt power: Ranged Sleep(stun) Cloud DC 20 Fortitude save
Alt power: Ranged Drain(any one stat/save) Cloud DC 20 Fortitude save
Alt power : Create Objects 10 (Continuous, innate, precise, progression x5area, x1 range (250ft. cube per rank, 250 ft. range), reversible, triggered)
Alt power : Summon Minion (varied (exotic plants), heroic, unfriendly, permanent, ranged, innate, extended range x3, progression x6 (50 minion limit)) (must have sample seed of plant, must be fairly autonomous plant) see notes on which plants are available.
Alt power: Perception Range Disintegrate (plants only) 10

As you can see, I declared a 40 point array with nine powers in it. I spent 48 power points on it and get 9 powers that each get 40 points to spend on it. And, just like your fruit, each and every one is a valid use of my power. Each of the debilitating clouds are mushrooms or the like, the plant control and the create object are just growing things, the summon minion is just using my powers to grow one of the many incredibly dangerous plants in the one piece world (like the deadly Rage Island Fighting Cactus), while granting me zero control over them. The disintegrate is just making a plant run through it's entire life cycle incredibly quickly, turning it into compost in short order. Your guns would be similar.

Assuming your base to hit it +10...
Suggested array: 30 points
Perception range blast (sniper rifle) 10
Autofire 1 Blast 10 (Assault rifle)
Autofire 2 Blast 6, accurate x2, split x4 (autofire and split are a good combo) (Minigun)
Cone Penetrating Strike 10 (flamethrower)

And so on and so forth. that array costs 33 points, and for each alternate power after that costs another 1. Just add another power for each tactical application you can think of, and if you miss one and think of it during the game, just use a power stunt. Any passive effect of your fruit (metal hard skin, for example) should be a separate power so you can use them together.

I was thinking last night about a teleport+strike abilities. But if already exsists in One Piece, then I will just stick with my boxer.

Never mind. I'm just sticking with my boxer. I think I can do alright with him.

Your boxer will be just fine. He could even learn how to use Haki later on once the GM allows characters to learn it.
