This game is Pius Fidelus: Convert the World. In short, each player is an Immortal with divine powers who can exert their influence over the world on the Inner Plane using their Avatar. There, they can use the power of worship and followers to gain power in the world. The Immortals reside on the Outer Plane, where they can interact with each other. This world has species, which will be played by the GM’s of this game. They will develop and evolve during the course of the game, starting off at a low development level, eventually being able to become a great civilization. How this civilizations turn out can be greatly influenced by the mighty powers of the Immortals who descend down upon the world.
