Anyone who is not a member of the Solarian Church.
Anyone who had a thought which was not considered 'correct' by the Solarian Church's equivalent of a Pope.
Anyone who disagreed, mentally, with a Paladin or Cleric of the Solarian Church in the past 24 hours.
Anyone who commited a crime in the past 24 hours.
Anyone who thought something negative about the Artifact in the past 24 hours.
Anyone who thinks the Artifact is a problem.
