The City is in turmoil. Crime is rampant, the cops are incompetent or worse. You KNOW you can fix things if you try, you know it. You think. There are reports almost every night of madmen commiting horendous acts, selling drugs, robbing banks, murdering innocent people. Madmen, that is what the news anchor said.
