Contact has been lost with the Hive City of Solstice on Prol IX in the Northern reaches of the Calixis sector. That had been an irregularity in the Tithe offered by the planet which had originally brought it to the interest of the Administratum. Prol IX handed over a low number of Psykers to the Black Ships, lower than a planet of that size and population should be able to provide.
With contact lost with Solstice there are now fears that the planet may involved in some format of Heresy or Rebellion. Inquisitor Felring has been sent to investigate the situation, as a trusted part of his retinue, you have been sent in ahead while he rendezvous with other Officials on Scintilla. It is your job to begin the investigation, forging an alliance with the other members of the Adeptus Terra which are present upon the planet.
