Battlestar Galactica with PCs running around and Players voting on what the Characters in Charge do. What could go wrong?

The PCs are various members of the Colonial Refugee Fleet, a collection of Battlestar Groups and Civilian Ships that have been banded together under a contingency plan drawn up under President Adar.

Their goal is the preservation of Colonial Society and Human Life.

They have considerable, but not unlimited, resources with which to do this.

But factionalism, terrorism, the Cylons (both without and within), and plain old power-hungry stupidity all challenge the Refugee Fleet's chances at survival.

Can the PCs pull it off and see the Refugee Fleet's journey to the end?
