I’ll need no pictures my first guess would have been Mutiny on the bounty but this picture doesn’t fit with either the Brando or Gable version.
based on the stock it’s an older movie likely late sixties. The depicted officers are wearing british naval uniforms, but of a later era than the napoleonic wars so no Hornblower or Nelson either.

you get the impression he isn’t gruff on purpose, but that the gnome‘s don’t have much interaction with the outside world, and enjoy it like that.
