Background

[Avaday Daydream]

It's hard to find a race comparable to the Vodyanoi, but Stormwrack offers a LA+0 Amphibious template, that takes -2 Dexterity but makes your creature amphibious and gives them a swim speed equal to half their base land speed. So you could maybe take a race and fluff them as froggy.
Unfortunately, even with that template, finding races with a charisma bonus but not too many RHD is proving tricky...drow, aasimar or dromite could be a possibility, maybe?
