Out of combat you have infinite energy.

Occasionally, you may start a non-combat "action scene" with max energy, and regenerate it all only at the end of the "scene". Any other special conditions affecting energy gain will be specified only when relevant and usually be one-time things.

Non-combat "action scenes" do not have turn limitations or a turn order, so they're more about what techniques you use than when you use them, and you can indeed use many techniques in quick succession.
