From the book:  Complete package characters get 62 points for attributes.  The attributes are a bit different from CP2020, they are on the template, with minimum 2 and maximum 8.  You also get 86 points for skills and the minimum 2 in the basic skills comes out of that.  You native language at 4 is free and your role ability is 4 and is not a skill, you can not raise it with skill or attribute points.  Happy to answer any other questions from the books, subject to GM approval.
