  1. Most of the game will be in Empire City (Sentinel-Earth name for New York City). Was trying to type something about it, but there is technically a lot of stuff.

The attributes will basically do what they say, but usually there is always enough GM discretion to deal with the rest, add on top of it that attributes have different sources (like one using magic, while another uses psychic powers etc...). Interdimensional bug guy sounds fun. Embracing the superhero zaniness also works well (like someone who makes their powers detectable, can increase the effective level of their attributes while basically doing their superhero thing).  
  3. True, I forgot that, so technically yeah it doesn't work. Well then, unless you really want to do a swarm, I would suggest the weapon attribute since it can represent any kind of attacks, give it range if you want to be a ranged attack of course and can use it with teleport. Depends on the swarm really, a swarm of bugs would be able to go throught the crack of a window, but swam of crows might have a harder time unless they break the window.  
  4. Simple is good, and I wouldn't worry too much about grabbing a bunch of attributes with the fear of missing out or something. Sure go for it.
  5. It could be a swarm, but would say you might want to consider getting higher level for more insects. The dimensional enhancement is +2 but with the limiter: Narrow category: insects -1 come in handy as you are bringing insects variant from any dimensions/planes/magical realms etc...so maybe in some dimension insects are as big as bears for example and other weirdness.

Essentially, the way I see it: -DP: Weather would usually be the bread and butter for most situations, like by controlling the weather magic like using wind currents to simulate flight attribute or stuff like control environment to change the weather patterns around you. Make fog to cloak yourself and your team etc...for attack spells, plenty of inspiration from lightning bolts etc...the trick would be mostly to choose which attributes you want to use each turn (but will help with that to keep within the theme of weather magic). Emotions limiter will be there for some interesting roleplay situations mostly. -Calling animals for quick help or tasks, in Empire City you can mostly expect squirrels, bats, turtles, racoons, red tailed hawks, coyotes, beavers, rodents etc...if you fight near any of the Zoos, the kind of animals expand a lot more and some are more dangerous like leopards, bears etc...or near the docks for some bigger mammals like whales. -Plant control honestly would be mostly utility, as I imagine you would just use it out of convenience, like reach places or helping civilians.      
  7. If you go Xian, yes you will need to rework it. xian will cover regeneration and the likes already. Dynamic suite, It could be, guess here I would do: I would keep Telekinesis and force shield on its own (target whatever how much you want to lift, maybe put force field dependent limiter on Telekinesis) Use Dynamic Powers Level 1 (2) (Major: Mind Powers -1, with detectable: Psychic, Hearing, Sight +2), this will make effectively a level 2 effect, which means every turn you can use up to 4 levels of attribute (all limited to a max of level 2 each) which cover stuff like mind shield/telepathy and any other simple mind tricks. When you need to and can do it, you will be able to push the power for more powerful effects. You might want to acquire some Attack and Defence Combat Value mastery in attributes.
  8. Gear is pretty much any items that can be easily bought or created in the modern day (this doesn't include Hyper Tech, magic artifacts etc...), so conventional guns, batons etc... are fair game. You probably should list the gear that you will often use and can leave some slots open for various reasons or futureproof, then add/replace as we keep playing.
  9.   The Swarm can already attack, so this part would not even worry about it too much. Now what I would do: Take the teleport attribute, give it the dependent limiter, making it dependent on Swarm (so this power need to be active) it would simply mean you can teleport while the swarm is active. I would recommend picking at least one extra action attribute level so you can do both in the same turn easily. It shouldn't cost too much. For the second one, Regeneration with conditional limiter (requires raw materials nearby, the substance can be common but need to be something relatively specific) which essentially would have different levels of intensity which you should be able to find average magnitude fairly often (3 health points healed each round) and finding stronger or lower magnitude would be uncommon.  
  10. I guess it doesn't matter, but I put - for enhancements because it decreases the effective level of the attribute and + for limiters because it increases the effective level of the attribute. When you put detectable, have also to decide how it is detectable: like you could put sight (clearly visible) or use your power source like detectable: Magic and many other ways the attribute can be detected. Defence combat value is 6. You can choose to activate the force field for the Armor Rating, but with detectable, I suspect you probably won't be using it all the time.

Tempest has magic to control the weather as effective level 5, every turn, she can use 10 levels of attributes (no attribute can be above Level 5) but beside the theme of using weather, like lightning bolts from the sky, wind, etc...basically anything you want to do with weather. She has animal empathy and weather sense, can "control" by summoning 30 animals of any kind that are available for any kind of tasks for one minute or one dramatic scene (including attack/defend/distract) in 1km radius. Ranged attack gives you a bonus when attacking with the weather magic spells. With plant control, it is a 100m radius and you make them grow 100 times their size, so grass for examples can become 10m tall (30 feet roughly) or a medium size tree can become 2500 feet tall (762 meters). Skill group academics at level 2 is considered trained so less than expert but Vivian knows enough about many academics subject/books etc...

  13. At first glance, it looks good, but I don't see the massive damage attribute, so the damage multiplier should be 5.

  15. Alright, I see what you are going for, so something to keep in mind: -going to assume her source of powers are magical, even if it is emotion based. Does she control her emotions or can go wild/uncontrolled for whatever reason?   So I assume you need some help with making her, guess my question do you want a clear focused set of powers or do you want it to be more narrative focused? How is she physically/mentally (Body and Mind stat)?, I assume she would have a decent Soul Stat. Don't hesitate to be as specific as possible, like if you want to mention weaknesses and the likes.    
  16. We are playing with 100 character points so I mean, at 149 points basically way over budget. Also, the effective level of attributes max is level 6.

  18. There are basically any fantastic beings, really. I notice you mention pass for humans but guessing you just mean with the defect essentially for a secret identity or something. In general, 1 to 5 defects is the recommended numbers of defect, as more it becomes too much for a PC and handicap too much. Most powers don't have a particular attention grabbing thing, unless you take the detectable limiter, so it becomes particularly noticeable, except Weapons are noticeable by default. I have an idea on what it could look like, so there are 3 main stats in Absolute Power, Body, Mind and Soul with 4 representing the average adult and 12 the max of human potential, so worth thinking about how physical/mental/spiritual your character is. But beyond that, probably list of attributes might look like this: -Force Field with Area Enhancement with a 3 meters radius (10 feet roughly) to cover some people, level of force field gives you armor rating. -Telekinesis with probably a range enhancement, as far I can tell your character telekinesis has no limit (lift all kind of stuff) -Wealth probably level 3 for moderately rich (roughly $3M in cash equivalence)        
  19. So I understand that he is some kind of psychic with Telekinesis, but can you tell me more about it? Like what do you envision the abilities to be? Xian are hybrid of immortals, giving some form of immortality too and can be found here and there. A good majority of Xian are psychics or mystics.

  21. Alright, Shambhala does exist on Sentinel-Earth, also known as the realm of the Sky Lotus. It is one of the magical realms where they have incredible wonders/psi-tech created by one of the six societies running the place, which for your purpose works perfectly with your Snow Leopard ring. So from my understanding, you want your guy to be a martial artist snow leopard man when you use the ring, with increased agility/strength/senses and the ring also has a contact with in your case one of the six societies who made the ring. How much assistance do you need to make your character?

  23.   Alright let see what's different, usually safe to assume that most history major events are still there, Sentinel-Earth doesn't use supervillains to explain stuff like Horizon Oil Spill, Rwandan genocide and other terrible events, just add metahumans to the history.   Major different stuff: -Everything is made from the concordance, but to keep it simple everything is made from 7 frequencies which represents different source of powers for the purpose of superheroes (can give more details if that subject interest you but stuff like even hypertech inventions are part of these frequencies). The major users of those sources are the Nimbus (think vastly intangible cosmic beings), Lodestars (think the gods worshipped on Earth and all across the universe) and Hallows (think mystical spirits based on magic and psychic powers, they usually endow people with powers). -The Martian Titans are enemies of Earth and mostly want to destroy earth...there are a lot of them but they are essentially stuck on Mars, The Temple of Mars is an organization that attempts to open portals and are empowered by the Martian Titans. This organization has fallen greatly and their recent leader is taking a new approach. -Slipstream crashes on Earth in 480 followed by a Haud spaceship as well. Crashes in Japan and goes into suspended animation in Japan. -in 1589, Secret Engineers of the British Navy develop hypertech which will become known as Steampunk later on and use it to fight off metahumans in the Empire and eventually dissolve in 1895 with the death of their last engineer. -The Frisco Flyer is the first recognized costumed hero in 1906. -Lt Maxwell Liberty is shot down in 1918 and forced to go home as a wounded soldier. -The Soviet Union recovers a Parousian pod in 1930. -Lt. Maxwell Liberty participates in the Manhattan Project and Project Anodyne, become the American Sentinel and greatest result from the project in 1941. -The American Sentinel debuts with the flying tigers in 1942. Japan deploys the first Kikai Samurai soldiers. Russians begins Operation Red Star. Iron Duke attacks the German but goes berserk. -In 1945, Slipstream wakes up after the bomb of Hiroshima and travel to America. Kreutzitter fights the American Sentinel and Muzhik, reported killed. -Archer Gold testifies before the US senate in 1952 but after the vicious of Senator McCarthy, retires. -During the late 1940s, American Sentinel fight some Haud cells here and there. Slipstream fight the Haud in Florida. -In 1955, Cpt John Douglas pilot a rocket to the moon but contact is lost due to a technical issue. The Nimbus rescue Captain Douglas and make him the first human Starbright. -In 1956, American Sentinel fights Doctor Extinction on White Sands, to stop the villain from stealing a nuclear weapon. -1960 first appearance of Artificer and Lady Starbright. -1961 Zachary King becomes Janus and terrorizes London. First appearance of Caliburn and Wrath. -1962, Caliburn captures Janus. -1963, American Sentinel and Starbright attends John F. Kennedy funeral. -1964, Earthseal become the new Mystic Transcendent after the death of her predecessor, Master Mandragora. Ending the debate on the existence of Magic by repelling the Maligant One Dakath. -1965, Starbright and Slipstream captures Artificer but with how easily he escapes confinement, it starts a scandal that still continues today about metahumans incarceration. -1966 The Frisco Flyer dies in his sleep. Brazilian reporter writes about Iara in the Amazon Forest. -1971 Thule emerges from the North Sea and is recognized by the U.N. as a sovereign nation and member state (Secret plot: Ernst Rauchenberger is the leader of Thule but also is the villain Kreutzitter, not widely known in the setting). -1978 Janus mutilates Caliburn's face and kills detective Jennifer Randall. Seawolf debuts attempt to steal a super submarine. Sentinel and Caliburn stop him but after his trial, escape causes a national scandal. -1979, Caliburn moves to Empire City. Magistrate first appearance and defeats a Haud cell in Ottawa. Mister Matthews create GenTech. The congress passes the super crime art. Wyoming creates the first super penitentiary, the Carousel. -1980, Kreuzitter causes Mt st Helen to explode, killing Lady Starbright. The Guard, the superhero team forms to defeat Kreuzitter, Iron Duke and Mister Matthews. Slipstream is officially known as his superhero name and American Sentinel becomes Sentinel, dropping American from the name.   -1982, American reporter confirms the existence of Iara. Doctor Extinction creates Apokitron, and it is the last appearance of the Doctor. -1983, Iron Duke sieges Empire City with his Iron Walkers. The Mayor gives the key of the city to the Guard and city hall grants them a special status.   -1984, the Dark Empire invades Empire City and the Guards repel them back. Empire City gives them the Empire State Building that was badly damaged and they rebuild it as their HQ and name it the Olympian Tower. -1986, Janus moves to Empire City -1988, Kreuzitter, Alice and Iron Duke fight ELITE (government official superteam) kills Grey Wolf I and handicap Sleeper. The Guard comes to save ELITE where the government give him a special status and disband ELITE. -1996, Sentinel unmask himself and reveals to be Maxwell Liberty world on live TV in a fight against Janus. -1998, The Guard stops Alice, Jade Naga and Kreuzitter attempts at summoning the Haud fleet. The Guard obtains special status from the UN as a peacekeeping force. -1999 Kreuzitter forms the White Rooks with Iron Duke, Mister Matthews, Janus and Alice, Queen of Hearts.   Other stuff: -Maxwell Liberty, Sentinel has a company, Liberty Enterprise which is a very successful and good mega corporation. -Aprazatim is an island nation which is pretty much a Lost World but with many nations that represent many different cultures. -Thule has an Embassy in Empire City for their citizen and anybody interested in joining the kingdom of Thule. Sentinel is openly saying the leader of the country is Kreutzitter, but most don't believe him or take him seriously. -Thule can create their own metahumans with a Lodestar Crucible, but those alchemical supersoldiers require a lot of maintenance. -Magiscience is practiced in Empire City University and even more nowadays since the revelation of the island nation of Apratzim but it was already a field, before that revelation. -Mystic Transcendent is basically the "Sorcerer Supreme" of Sentinel-Earth. There is a magical organization where they talk about what person can qualify as the Mystic Transcendent known as the Numinous Covenant taking care of extra-Terrene incursions (essentially adepts/wizards protecting the world). -Mordred has formed a society and claim to be the same Mordred from Arthurian legends. -Since the Endless Night Events, the UN has taken the time to classify metahumans by Power Levels: Echelon, Delta, Control, Bravo and Apex. -Some villains from old Silver Sentinel materials have become heroes, like Sea Wolf or Coldstone turning a new leaf. -The most famous metahuman school is the Yamatai Academy in Japan but The Harrison Academy of Metahuman Studies is definitely the second one and its in Empire City. The students are not allowed to do field works or superheroics but they do have some program where the students can accompany superheroes on the field with many measure involving a backup if the student is in danger where many people will teleport to help them. -Zappers are very big devices that can nullify metahuman powers but are hard to use and often used to incarcerate super criminals.   There are many other differences and stuff, not even talking about the rest of the world etc...but would take too long to list everything.

Resilient attribute is a partial protection without taking enhancements, so essentially you are resistant to aging which means as a Parousian you are protected from being artificially aged, and resilient diseases make you resistant to infections. Parousians can live a long time too, judging how slowly Slipstream is aging even after waking up from his slumber and mentions in his bio, how he sees his friends and peers aging. But yeah parousian, having superspeed naturally (imagine literally a bunch of people who can do things naturally much faster than everybody else), resilient to diseases and aging is a big advantage.
