The Principia Bellicosa outlines the general structure and chain of command of each Legion, but does not contain the same stringent tactical guidance as the Codex. The Legiones Astartes have yet to be broken up into the smaller chapters of the Adeptus Astartes - the legions are far larger, ranging from roughly 80,000-250,000 space marines each. The Imperial Creed does not exist - Astartes tend not to worship the Emperor or see him as a divine figure in general (the Black Templars being the most notable exception to this) but in this time, even regular humans do not worship the Emperor. In fact, according to the ideology of the Imperial Truth, formalised religion is forbidden across the Imperium. There are exceptions to this even among the Legions, however, especially the Word Bearers, but they're well advised to keep their worship of the Emperor a secret. Many Imperial organisations are nonexistent at this time, or at least unrecognisable. The Inquisition, Ecclesiarchy, Adeptus Sororitas, and Deathwatch all have yet to be created. The Imperial Guard and Imperial Navy are one entity, known as the Imperial Army. The Adeptus Mechanicus does not technically exist; the Mechanicum of Mars is a separate state to the Imperium, albeit allied to them, and are far more powerful & open to innovation than the AdMech of 40k. The High Lords of Terra do not exist as an institution. The Imperium is essentially a military dictatorship under the Emperor, who rules directly, and to a lesser extent by his eighteen Primarchs. This status quo is set to change very shortly after the Ullanor Crusade, however... Horus has not been named Warmaster yet, he's just one of the Primarchs, though this too is going to change very soon This is before the Council of Nikaea (just barely), so librarians are fairly unrestricted, but chaplains are rarely found outside of the Word Bearers legion. Many alien races from the 40k setting aren't known by the Imperium at this stage - Tau, Tyranids, Necrons, etc. The existence of Chaos and daemons are also very much kept a secret, even from the Astartes. This is about 35 years after the razing of Monarchia. The Emperor has made very clear that he is not a god and is not to be worshipped, and the Word Bearers legion have a chip on their shoulder towards the Emperor and the Ultramarines ever since.
