After a time, they guessed that it likely belonged to the house of a lesser lord of Arthedain. Hallas half-recognized it, and mentioned to seek after a captain named Hiraval, son of Hirgeleb. Originally created to signify a trusted advisor of the king, the artefact passed into the keeping of the Lords of Andúnië after the decline of the Numenoreans began and elf-friends fell out of favor. It became the token of office of the Steward of Andúnië. After the destruction of Numenor, it was used by the Stewards of Arnor, advisors to the High King, and later the Stewards of Arthedain.

The brooch depicts Elwing, in the form of a bird, bearing the Silmaril upon her breast, as she flies across the sea to Eärendil's ship Vingilot, which is depicted in miniature in the background of the brooch. The following lines from the Lay of Eärendil are inscribed around the outer edge of the brooch in both Quenya and Adunaic:
From Sirion the Wave-Lord, Ulmo, bore her from the waters;
in wingéd form he saved her, Elwing, Dior's daughter.
Upon her breast the Silmaril shone,
and by its mingled light alone,
She came to Eárendil, her love.

The Adunaic inscription is smaller and forms an inner circle beneath the Quenya inscription. The entire piece is of silver save the miniature Silmaril, which is a white gem which seems to shine with an inner fire. It is the best of the gem-craft of Men, but the elves of Tol Eressëa who saw the gem judged it to be the palest imitation of Fëanor's craft.
