Mechanics look good at first glance. Personality as written looks fun. A little bit more on his background as a bandit would be good. A freelancer? Working for a Water Lord? Some gang up in the mountains, or river pirates taking barges and pleasure boats for ransom?

 

I just noticed I should really add a gear section to that application template. That can be handled later though.
