You are correct in your assertion that the Dostoyevsky quote lacks context.
If you take a look at those two links, you will notice that many of those 'trotskyites', served in republican administrations dating back to reagan, and in some cases nixon. A fair number were also devoted 'scoop jackson', democrats. They are opportunists, and willing to sit on either side of the political fence.

Bush was very liberal in his economic goals. He was responsible for giving GM the first bailout, as well as 2 other 'stimulus' packages that did absolutely nothing. He increased the budget deficit by huge amounts -- although not nearly as much as Obama is planning on increasing it.
If you dislike Bush's actions, then disagree with him for his actions -- but don't take a quote from a book and suggest that it means that most republicans are devoted disciples of Trotsky or any Marxist. That is very much out of context and absolutely absurd.

In the 2004 state of the union address Bush used the phrase, 'setting a fire in the minds of men', which is a phrase lifted from Dostoyevsky's 'The Possessed', a novel about revolutionary communist russia. Two men stand, watching a city burn, one says, "The city is burning." The other comments, "Yes, but the fire is in the minds of men." The inner circle of the Bush white house, and the republicans from the reagan administration were, from devoted disciples of Trotsky.

The dems, however, are as rife with revolutionary disciples as the repubs, debates about the 'socialism' of either party are a smokescreen.
