At character creation, you take the fixed number, rolling only happen after character creation when you acquire new cyberware.

was a little confused at first the way you wrote it down on the tables, but guess for future reference Skill level is how many levels you bought for the skills, Stat = Stat like Dex etc, and Base = Skill level + Stat.    

I see alright.

Looking great, you would know at least that, Dr Carver the landlord is also a Ripperdoc. 

Reminder that when you create a character, no matter which version you are doing, you need to invest a minimum of 2 skill levels in the Basic Skills:  Athletics, Brawling, Concentration, Conversation, Education, Evasion, First Aid, Human Perception, Language (Streetslang), Local Expert (Your Home), Perception, Persuasion, and Stealth.

I like the story but let see:   Remember that the basic skills must be at least skill level 2: Athletics, Brawling, Concentration, Conversation, Education, Evasion, First Aid, Human Perception, Language (Streetslang), Local Expert (Your Home), Perception, Persuasion, and Stealth. Language skills are unique (so if you have 4 in a language of origin, you need buy another set of language skill)  

It's actually pretty cool, go for it.

The evocations are somewhat harder to see with the formatting, they show up in smaller windows.

Sounds good to me, alright overall looking good. I might have asked if your character was interested in playing Elfline Online but we can always do that later in game, when you earn more eddies.
