Intrigue: Dirty Secrets - Trade 1 Renown for 1 BRG favor - Seeing the ever-growing need of Basu-Rahman Group for newsworthy scandals, the High Court uses the opportunity to build up their base of favors with the organization by exposing the unethical experiments and tax evasion of some highly-placed scientists. The fallout of the resulting scandal may scuff the image of Senkar as a flawless jewel of the system, but the results are still a net positive for Lord Speaker. 5. Economy: Buyout TP1 of Region 89 (Spending 1 treasure (+1), distance penalty to Mekhala (-3)) - While the acquisition of UHS' textile trade by foreign power without official mandate has riled up the decision-makers of City of Wonders, the potential trade war has been deemed too much of a liability, and as such the United Houses have instead focused on acquiring the materials needed by their new colony.   4. READY FOR REVIEW! Falfey (Region 13) History An old aerostat that had long been abandoned by its former inhabitants during the war, Falfey was a structure of some importance to imperial nobility, as it was once the source of luxurious Shadow Silk feeding the insatiable demand of Emperor's court for new fineries. The initial raids seeking to rob the production hub of its materials and forcibly recruit the inhabitants were all the incentine needed to provoke the departure of the former inhabitants, and after the success of initial raids died down, the fleets of Badal had targets of much higher importance than a textile production facility in their minds. Left mostly unmolested as a result, the aerostat remained capable of limited operations in this reduced state, the few remaining families that had hid out the chaos used the massive trade and textile manufacturing hub as their home for a time, watching out the conflict that erupted across the system... but as the dust began to settle and managing the massive structure entirely by themselves grew ever more troublesome, most of the remaining survivors departed to find new lives in the aerostats with actual population, leaving only the automatic diagnostic and self-repair drones active to maintain the slowly drifting aerostat. By the time the repair and scouting crews from Senkar arrived to assess the viability of Falfey for continued settlement, the old systems were beginning to fail, threatening to send the aerostat plummeting towards the planet below... and while timely arrive of Djinn-guided repair personnel prevented such an explosive end for the production hub, the arrival of criminal elements, competing business interests and somewhat self-aware repair bots meant the place was about to develop an atmosphere somewhat removed from its opulent origins. Geography While it has been damaged some by the passage of time and the burden of only the most rudimentary of maintenance being performed upon its structure for many years, Falfey is regardless a sight to behold. A manufacturing and trade hub with a spherical manufacturing center as its center, the rest of the aerostat is compromised of half a dozen floating districts orbiting the central structure, as well as a small fleet of floating platforms and small vessels moving about its innumerable loading docks. The style of the central structure is one of somewhat stripped-down opulence, the clear signs of archetectural style and furnishings of imperial court still visible through the renovations being made on it by the newly arrived colonists. The surrounding floating districts and smaller craft create a peculiar sort of ever-shifting street network around the central manufacturing hub, districts often altering their position around the aerostat to allow deliveries and movement of people to occur most effectively. Due to the somewhat glitchy nature of some of the old systems and the whims of semi-sentient drones the travel around the floating streets can at times be somewhat frustrating or hazardous, with an accident happening every now and then to an unfortunate colonist too poor to afford traveling in style and safety of their very own craft. As a distribution and trade hub, nature aboard Falfey tends to be limited to carefully maintained plants grown mostly for their aesthetic value, although there are often reports of odd pests inhabiting the deeper parts of old superstructures that repair crews avoid for fear of provoking a catastrophic malfunction. The drones have those handled for most part, right? People As the former inhabitants of Falfey abandoned their old homes and workplaces, the former population of the aerostat is supposedly entirely absent from it these days. Instead, colonists from Senkar have stepped up as the majority population, the tall ectomorph humans forming their society in Houses and Courts common on Senkar. While they are by all means the majority population of Falfey, the inhabitants of Senkar are joined by majority population of traders from all across Badal, the manufacture of precious shadow silk having drawn attention from far and wide. The most peculiar slice of the aerostat's inhabitants are the mechanical drones that have long upheld its vital systems, but the matter of their citizenship is a often debated thing. While they exhibit considerable signs of personhood, tests have yet to prove the matter of their sapience, although the population has mostly accepted their inclusion without much issue so far. Government The government of Falfey is ultimately under the rule of High Court aboard Senkar, with the enforcers of Lord Speaker assigned to the newly repaired aerostat to keep good order and rule of Senkar's laws in effect. Regardless, Falfey has its own political circles, ones that somewhat differ from the ones practiced by United Houses of Senkar at large. While the Low Courts and Houses making up their number scheme and one-up each other much like they would at Senkar, their worst excesses are tempered by the need to deal with both emerging criminal syndicates that control multiple districts floating around the central manufacturing hub, as well as the ineffable will of the drone collective still managing several crucial aspects of the aerostat's manufacture. The day to day managing of the aerostat largely falls onto small council of representatives from each of these three major factions, with their supervisors at High Court caring little as to who sits among their number as long as they manage to maintain the aerostat's operations in satisfactory manner. While this arrangement is unlikely to last forever, it has proven an effective way to manage the new territory in the interim. Resources Resource: Shadow Silk (Fabrics and Textile Products) The fine silk produced by the systems of Falfey allows for creation of all sorts of exotic finery, as well as more mundane yet durable textile products. Desired Import: Precious Minerals As the completion of many of the more expensive fashion choices favored by nobility and imperial dignitaries requires exotic embellishments, Falfey requires a constrant stream of precious minerals to refine into all sorts of buckles, adornments and accessories.

Economy: Buyout TP 1 of Region 13 - As the long-abandoned luxury manufacturing hubs of the aerostat are filled with artisans and workers, the production of Shadow Silk is resumed after uncounted decades of inactivity. Diversifying one's portfolio of assets is certainly important, something that the Houses know all too well. 2. Intrigue: Build a base for BRG in Region 16 (1/3) - Condemning the widespread violence against the reporters and personell of Basu-Rahman Group, the United Houses go on to put additional measures in place around Senkar to safeguard the interests of their good partner. 3. Intrigue: Build a base for BRG in Region 16 (2/3) - Whisper networks of BRG become deeply entrenched across the schemes of Low Courts as the High Court further offers sanctuary and permanent place of business for any member of the Board that may have found themselves in dire straits. 4. Economy: Build a base for BRG in Region 16 (3/3) - Subaction: Claim rewards from Reactive Relocation - Finally, a new glittering tower joins other spires of the city, reserved for the use of Basu-Rahman Group and gaining its own contingent of guards and counteragents to prevent anything happenins to the new valued investment the Courts have put so much time and money into. 5. A) Support SEV buyout of TP2 in Region 16 - Thanks to several backroom deals, SEV have gained the support of the High Court regarding hiring of Senkar's medical professionals, their purchase honored before any competitors. B) Coronal Catalogue of Duelists - submit a fluff piece - Dueling has long has its place as means of settling disputes between the nobility and geniuses of Senkar's Courts, and the United Houses are only too glad to show their proficiency in the matter via a collected report. On the dueling styles of the Courts Unlike the tradional, romantic image of duels with blades or pistols often fought merely to the point of a honorable surrender, the Courts of Senkar follow a somewhat different view of the proceedings. When challenged to a duel, an individual's life and legacy are seen as having been threatened, for why would civilized individuals resort to single combat if cunning and skill at negotiation could still win the day? As such, any and all means upon the beginning of the duel are seen as fair game, barring possible exclusions made when terms of the battle are first set up... but such exclusions often risk the prestige of the one demanding such leniency. Following this line of thought, Senkar's nobility and geniuses have developed a variety of means in their efforts to get ahead of competition desperate enough to attempt their demise via sanctioned duels. As any and all weapons are permitted inside the dueling area and they are not required to be disclosed to one's enemy (for the fault is entirely theirs should they be caught off-guard), variety of hardsuit-mounted assasination tools such as needle launchers, rings firing powerful bursts of focused laser fire or even skin-covering contact toxins have been developed to confuse and eliminate the brash and unwary. More traditional weapons like blades or high-caliber firearms are still popular, however, as skill often trumps a cocky newcomer who attempts to win our with one clever trick and no training in the dueling arts at all. Three major types of accomplished duelist have arisen from among the ranks of geniuses and nobility of the United Houses. The first are the dextrous and cunning sort, most likely to resort to hidden weaponry and lethal surprises: they often walk into dueling arenas seemingly unarmed, thier suits and bodies bristling with lethal technology. The second sort have trained themselves to master their weapon at exclusion of all else, having kept their eyes open for news of possible tricks shaking the scene and rarely being taken by surprise despite their simpler approach to combat. The final sort are the ones who have taken to augmenting their bodies heavily or wearing powerful battle armors of their own design, trusting impenetrable defensive measures to safeguard them through any onslaught. In the end, however, duels are seen as flashy and risky gambits, whereas real power is in maneuvering behind the scenes and consolidating means to enact one's will with only few individuals ever being the wiser. Of course, the brashness of youth guarantees that dueling as a tradition is unlikely to ever truly disappear. C) Status and Extravagance - submit a fluff piece - Eager to show their sophistication compared to some of the more backwater polities of the system, the High Court have published part of their leader's memoirs for perusal of the public. The Means of Elevating Oneself - Memoirs of Ziven Alegre First, dear reader, I must ask you to humor me for but a simple moment as I present you with a simple question: what is Power? Is it wealth? Political influence? Legions of soldiers at one's beck and call? Or even the capability to raze or grow civilizations themselves? Ultimately, while each of those things are a means to power, they themselves fail to truly grasp the meaning of the word. Power, in essence, is simply the ability of an individual to shape the universe to their will, to affect the course of things otherwise removed from their influence. And in that simple truth, we find the reason for the shape of nobility aboard the City of Wonders. Every more and fashion choice can speak of power, or lack therof, and skill of using that power... and those of high status aboard my city know this. It is one thing to wear the wealth of a Merchant Prince upon your person, but another thing entirely to make such a display scream anything but desperate need for validation. To show one's wealth, indeed, relies on displaying it in manner which tells of it but does not scream it. The immaculate cut of your suit, the microscopic decoration that causes your attire to ripple to the naked eye, a small lapel pin speaking of ownership of an entire aerostat: all of these can do the trick just as well, and show discretion and appraising eye instead of desperation. It is not enough to hold means to power. You must show control, understanding of small details and keen intelligence. Overt ostentation is a sin to those who would be the Grey Eminences directing the course of this new era. It is as an old saying notes: "power you cannot control is no power at all". Of course, I can almost hear what you mumble to yourself now as you peer at my words. There are many more...obvious nobles and people of means around the system, individuals who simply flaunt their riches in their attire and their military might in their speeches. While this is true, here in Senkar every noble and scientist has earned their place with their accomplishments and their strive for perfection. The image of control is harder to maintain and easier to lose than the image of immediate riches. So, how beyond your choices of attire and presentation would you quietly tell of your importance? A certain way to make an impression is to allow your reputation to reach others through unrelated (or seemingly unrelated) channels, for while yelling out one's accomplishments is certainly a way to handle things (should one have the proof of such accomplishments at hand), it shows much more reach and connections to get others to market your image to the galaxy for you. Another path to relevance are accomplishments in fields of medicine and science: men with powerful secrets often find opportunities practically thrust into their grasp, and scientists are well-respected in our elite circles. Finally, should you simply be powerful enough, there is certain sort of outrageous status in simply disregarding displays of fine control or carefully selected image and simply seeing your will through your way with suitable unstoppable power. Diplomacy: Encourage Settlement of Region 13 (Using 1 treasure to bolster the roll (+1)) - With the new Aerostat determined to be quite lucrative resource hub for high-end textile production, the people of the United Houses are encouraged to set up in the abanoned structure to bring it into light of civilization proper once more. 2. Faith: Found Holy Order, Grand Seats, in Region 16 - As the superstructure of Senkar has had ever-increasing additions to further bolster the splendor and importance of the flying city, many have wondered if there is even anything to add to such a perfect skyscape... but the High Court have mandated one more grand addition. For too long, the great men and women of society have had far too little recognition for their importance, and many followers of the Forever Self have clamored for change in this state of affairs. Luckily, the Courts have delivered. The Grand Seats are a massive upside-down dome-like building floating above the spires of the city, the reflective golden surface gleaming above like a close-by star. Held aloft by self-adjusting antigravity fields and an array of thrusters arranged in shape of rays emanating from the structure, it serves as the primary meeting spot and battleground of those deemed to have closed in on their Ideal Self, and acceptance into their vaunted ranks can rise a beggar above even the mighty lords of High Court. 3. Faith: Convert Region 15 to gain a minority of Forever Self (Using ability of Senkar Forum to support Conversion (+1), as well as BRG rank 2 ability to support the conversion with BRG media support (+2), with 2d8 due to Grand Ideals cultural identity) - The efforts to spread the philosophy of Forever Self are galvanized by the establishment of Grand Seats, and the influx of believers work to establish proper forums of debate in the neighboring aerostat. 4. Economy: Buyout TP 2 of region 18 - The markets of United Houses must grow ever larger, and Lord Speaker personally sends out several agents to acquire a stake in creation of Uhrayan aircraft. 5. Economy: Buyout TP 3 of region 57 (Supported by the owner of the region (+2), Distance penalty to Veehra (-2)) - The unfortunately stalled trade deal with Counts of Mirage is likewise focused on in hopes of the agreement being finalized at long last. The High Court gladly gives them direction towards select allies in need of their skills, in return for past and future concessions. News & Rumors - While the beliefs of Forever Self remain unorganized as a while, their sway over the populace of Senkar has resulted in plenty of eager missionaries extolling the virtues of the faith. Minorities as they still are outside the City of Wonders, the powerbases of the faith are gradually growing in other nearby aerostats where it maintains a small but constant presence. - Technological innovation being always at the forefront in the laboratory-complexes of the city-state, the researchers of Senkar have confirmed that they are close to a breakthrough: within the next decade, theyh will apparently unveil something to shake the system! - Despite the system being founded on basis of the Houses ultimately working under the authority of unified High Court, whispers of smaller courts becoming more independent have begun to circulate more as the final phases of settling an abandoned aerostat are coming to a fruition. This naturally raises some concerns, but ultimately the matter is seen by many as falling under the umbrella of normal political maneuvering... so far. Of course, that could only happen if the universe itself became a perfect stained-glass window: grand, but unchanging" she muses sadly, shaking her head. "Realities of this universe may in the end stop such things... but it is also a good thing in part. There will always be new developments, and the portrait of the universe will never remain a constant: it is what makes it beautiful. We seek perfection of self to pursue higher ideals: to fill the universe with grandest of personalities, great heroes and villains. The fact not everything can be perfected to the level akin to what we seek is not a reason for despair."
  8. The Debate Inclining her head slightly at the question of slavery, Syndra does not seem put off by the sudden awkward turn in the atmosphere of the debate. "Slavery of various kinds has existed for longest time, and while it is true that being enslaved might curtain individual growth and dreams, in the end we support all goals. If one's goal is to rise by subjugation, it is no less part of the universe than others, no matter what personal qualms some might have with it. We do not judge: the strife between individual wills clashing is crucial in creating the sort of modern myths we hope will give raise to more perfect universe. Of course, we also would not judge slaves raising against their masters, for if one has the will and capability to be a great freedom fighter, is that not remarkable and beautiful in itself?" The Party Making a polite curtsy in turn as she is approached, the Wayfinder seems delighted by the company, at least if her body language can be trusted with the constantly shifting robes obscuring great deal of it. "It is pleasant to meet you, your highness. I am of course willing to answer any questions you might have: shall we walk and talk?" Gliding along with ethereal grace, the tall woman seems to consider for a moment before giving her answer: the art of answering in conscise yet informative manner is essential for such ballroom functions. "I am quite certain that many scholars from our City of Wonders have already made their way towards your people: you seem very knowledgeable after all, and our people can appreeciate the pursuits of the mind. Our faith was the result of much philosophical debate, rising from the foundation of science and spiritualism both, but it was only truly codified when the Djinn revealed a path towards higher callings to us. While we cannot claim to share our practice with every soul aboard Senkar, we are regardless the clear majority, and under our purview the first steps towards perfection have already been taken. True, concrete steps that aim to free all from the yoke of failing bodies so they can focus on higher pursuits." Tilting her head mournfully downwards, she cannot help but exhale softly. "We have not yet truly spread our wings among the stars: there are many who would show civilizations all around their respective paths, and we try not to be aggressive regarding our beliefs: perfection will not require us to prove anything to anyone in the end, after all."

The Arrival As quiet as they have been in other events, the United Houses of Senkar have chosen to make a grander show of their presence this time around... and as such, a full delegation has been sent to attend the Elven Conclave instead of smaller diplomatic team. As the delegation is there to discuss matters of philosophy and faith, however, they make a show of showing the traditions of their faith: that of the Forever Self. The dozen or so members of the delegation are all united in the basis of their garb being black and green environmental suit, but beyond that and their considerable height, all of them sport a variety of distinct styles. But there are still a trio of figures leading the way as the followers of Forever Self exit their sleek white and brass spacecraft. A warrior with long sash and polearm by his side, face mostly hidden by elaborately carved mask with network of fine tubes running from it to his neck. An aristocrat whose suit is complimented by more businesslike attire over it is next, idly adjusting his cufflinks while casting an eye out towards possible competition already present. His gaze is a challenge, eyes sharp… but he seems to find a measure of respect towards those he surveys, as tight but delighted smile crossing his features. The last member of the leading trio is perhaps the grandest and most ceremonial. Flowing robes that seem to billow and shift with life of their own shroud her in grandeur of brass and darkest black, smooth cobalt visor hiding her features. A perpetual current of air seems to circle her like an invisible being, and the occasionally pauses to quietly murmur to herself. The Wayfinder has decided to visit the event in person: it is rare to have such large possible audience to spread the beliefs codified by the Djinn, after all. The Debate After watching multitude of other faiths make their case beneath the scrutiny of their elven hosts, the head of Senkar’s delegation glides forward to take her own spot on the podium. Her two closest companions go on to stand by her sides, but shoulder to shoulder instead of behind her. They are not her guards: they are her equals. “Honoured hosts and fellow members of the Elect, thank you for your time. I am Syndra Ravana, the presiding Wayfinder of Forever Self, and I am here to present the merits of our faith and philosophy. With me are Grem Lazar and Stratos Tzima, friends and companions I have met in pursuit of understanding.” A sweeping gesture of her long sleeve encompasses all of the Elect in attendance, her smooth voice circling around the space as she continues on. “I have no doubt that all of gathered here to speak today have found divinity in their own way: through blood, relentless growth of singular being or reverence of the Emperor… but our faith posits the understanding of divinity to be something with deeper implications than simple identification of powerful beings or phenomena. We believe that we have found the fundamental divinity presiding over this universe that has allowed all of those in attendance to blossom: the divinity of one’s Forever Self.” “All beings, from great to small, have something in themselves: a true nature they may find and express with word and deed. When constrained by tradition, ignorance or bad luck, these small sparks may be snuffed out in untimely manner… but when individuals on this path manage to express themselves in full and reach the true understanding of who they are supposed to be, they can shake the galaxy. From grand rulers to reclusive mages, from dread villains to heroes beloved by all, these fully realized beings make reality a more vivid place, bringing about new colour to creation otherwise dull and grey. This climb need not ever end, beings becoming forces of reality itself and shaping the tapestry of existence for those that come after them!” Pausing for effect, she lowers her previously raised and passionate voice back to more comfortable, academic level. “But universe is not truly fair place: the circumstances of one’s birth, relationships and sheer chance can all rob many of potential divinities of their opportunity to make their mark in our universe. That is where the efforts of Forever Self as a faith in, focused on perfecting all beyond the concerns of daily bread and physical infirmity. Who among us would not want to see what they are truly capable of becoming?” “Who in this chamber would not wish to be a god?” Allowing the question to hang in the air for several tantalizing seconds, Syndra bows her masked head lightly towards the presiding moderators. “Our faith is a true one: in the end, we are certain of that fact, no matter what beliefs others pursue in their search for meaning the likes of which we offer. We will continue our efforts until all realize our truth, for it is in interests of all to finally be whole.” The Party After the debate proper has finally wound down, the delegation of Forever Self disperses into small groups throughout the plaza to listen to the gathered representatives. Each of the three leaders has small number of their fellow adherents with them, free to be approached by anyone.

Economy: Buyout TP 3 of region 57 (Supported by the owner of the region (+2), Distance penalty to Veehra (-2)) - Having secured the rights to lucrative deposits of Tungsten from Counts of Mirage, the particularly ambitious Low Court by the title of Ba'al begin to move into these foreign markets. The upwards mobility of the workforce is notable, but the workers sticking to most simple tasks rarely see much in way of additional pay or benefits: the local work culture seems focused on proving oneself. Perhaps not all are fit to remain in City of Wonders forever, but those that can fit into the culture are welcomed into the ever-shifting network of intellect and prestige. - The philosophy of Forever Self has not yet spread much outside of Senkar, but to the surprise of many the Black Cloud Coalition seems to have a minority of believers present in their ranks. While on geopolitical level wary of the pirate armada, the High Court sees no reason to deny the believes contact with their peers, and attempts at discussing possible shifts of philosophy are soon underway between the majority of the faith and their offshoot. - As the Biarbu give their friendly inquiries amidst the trade going on between the two nations, the traders and some of the adventurous nobles are proven to be a ready (if somewhat lacking) source of information. The politics of the Houses are somewhat byzantine, but it is quite widely known that High Lord is one by merit and might: should another Lord make a bid for control of the city and gain support of the High Court for such an endeavor, legally there would be a debate and vore among the Houses in attendance. Much taller on average than some of the other humans in attendance, their narrow and lithe forms covered by pressure suits and robes cut somewhat ethereal figure, some wearing heavily modifier and elaborate visors across their featureless helmets to scan as much data of the proceedings as possible. There was, however, one figure among the expedition who seemed to welcome standing out. Seeming to favor more imperially common style of gala attire, she was draped in velvety black and bright gold for great contrast, pale features framed by dark red hair showing measured curiosity as she idly strode between exhibits. It was likely a mere formality for the representatives of Senkar to be present: they held no stake in Arkhive's grand experiment in socialism as of yet, after all... but finalizing nonaggression pacts and paying debts required a certain presence that mere vid-call could simply not provide.

Of course, corporate maneuvering requires certain finesse... but the proponents of the philosophy have come prepared with considerable bribes directed towards the right corporate sharks. 5. Diplomacy: Full-Spectrum Media Packages - Gift media support of Region 16 to BRG for 2 treasure and 1 BRG reputation - The media networks of Senkar have been somewhat lacking for a while, with only the influence of High Court being the literal law of the city keeping Basu-Rahman away. Senkar isn't some backwater being inspected for the plague, it is the City of Wonders! As such, many of the Houses of Senkar demand the WTU inspectors to present merit of some sort that'd show them to be individuals worthy of judging in their city. C) Raise a heir - Arann Alegre - With the social elite of Senkar beginning to slowly peer out of their gilded city into the world and system beyond their borders, the heiress of Lord Ziven also begins to show herself more at the formal functions. Much more passionate speaker than her smooth and cold father, she is supposed to be bit of a schemer... although many don't see her as much of a threat, chalking her occasional plotting as youthful excitement (the consequences of which her father tends to keep her safe from). D) Ask BRG to build spy network for 1 favor (Updates Down To The Minute) - While the megacorporation is clearly interested in driving their own agenda on Senkar, the Courts find the solution of being updated by their agents agreeable: ambition is not a sin, and it is better to know than not know. Isolation can only get any of them so far, and as such the possible risks of being indebted to the Basu-Rahman are seen as acceptable. News and rumors - Basu-Rahman Group finds its way into the City of Wonders! After outreach from both the High Court and the adherents of Forever Self, the United Houses have established friendly rapport with the megacorporation, and the system-wide broadcasts soon enrich the lives of citizens all around! - With the output of laboratory-complexes secured and the institutes of Senkar training more doctors and scientists than ever before, the Senkar Medicae have begun to reach out to the rest of the system in more organized manner, first inklings of organized health services for payment beginning to crop up across Badal. - Although more open to foreign influences, the city's brass and alabaster splendor has become ever more controlled as guard towers and centralized institutions raise, causing some concern with the less wealthy and more free-spirited residents of City of Wonders. History In the wake of the War of Eternal Bombardments, many wanderers looking for their own place in Tekhum had been left traveling the void. Many of these refugee caravans and small fleets containing last resources of several defeated noble houses found their way to Badal, arriving at one of the remaining aerostat cities that had not been destroyed by the conflict: the research-focused city of Senkar. Initially, this mix of competing factions brought about the expected unrest, disturbing the pre-existing upper crust of doctors and scientists that claimed the flying city as their domain. As no side was about to give ground in order to survive and trust was scarce in wake of war, these factions were set to erupt into conflict that would have destroyed the entire aerostat... were it not for an intervention by one of the secrets long held by Badal's inhospitable atmosphere. Making their appearance by possessing several leaders of the warring factions, the Djinn went on to end the budding war for Senkar in its infancy, forcing the gathered dregs of humanity to the negotiation table. Although reluctant at first, the leaders of emerging Houses found enough common ground to come together under the umbrella set up by the mysterious beings seemingly inhabiting the aerostat city itself... and those few who stubbornly refused were soon met with the collective force of those who had compromised among themselves. With the unification of UHS, the Houses were formalized as the governing bodies of the coalition, and slow process of the ill-fitting parts merging into a single culture began. By the time the news of re-establishment of the Elect arrived, the floating city had realized its unique religion and way of life, pursuing transhumanism and cooperation under the umbrella of their ever-mysterious benefactors. Geography The aerostat city of Senkar is a curious construction, one of the oldest constructs still floating above the sulphurous ruin of Sea of Clouds. The large top-like base of the city is one of dark, pitted metal, the anciety systems steadily pumping chemicals through massive system of pipes and crackling at times with power surges as it continues to fulfill its function. This base of thriving civilization is seldom visited by the more influential people, and instead boasts lesser settlements often haphazardly worked onto its sides or in the superstructures that house great many displaced refugees. Despite this, it also hosts most of the docks, with majority of the aerocraft capable of surviving the corrosive cloud cover hidden in hangars thoroughout the ring-like layers of the structure. Above the megastructure begins Senkar proper, the habitation growing newer and more pristine as it reaches towards the sky. The spires have long since been claimed as seats of the larger Houses, with all of them connecting in spiderweb pattern to the tower in the middle: the seat of Lord Speaker. The cityscape is one of brass, concrete and white cloth, nearly every street corner hosting its own laboratory or clinic, and large self-contained sections of the city acting as research complexes. Government & People The ruling body of Senkar is the High Court, made of representatives of the larger Houses and at times particularly accomplished individual constituents. This small circle of individuals dictates policy of the United Houses for most part, held in check by the oversight and veto power of the Speaker. While there are no particular term limits for the position of Speaker, it is common for them to share their body with one of the Djinn as a measure to keep their bad habits in check in turn, and there is a certain degree of wariness between different factions of the government that helps to keep any too ambitious individuals honest. Beneath the High Court, there are number of Low Courts arranged around different houses and their alliances. Low Courts can be formed and broken by circumstance, and often it is simply the matter of social prestige to set one up successfully: the oldest and grandest have lasted from the formation of the United Houses themselves, while newer ones can be formed and forgotten in months. The Low Courts handle practical implementation of the edicts of High Court, and are rewarded or punished according to their diligence and success. Overall, the social structure of UHS strives for meritocracy, with particular focus towards merit in fields of medicine or any particularly groundbreaking research. The pursuits of many are directed towards such ends, but in society that prices individual drive and achievement, variety of lifepaths regardless find a decent following. Apart from the mandated service of two years that all citizens or those wishing to become citizens must perform at the behest of the Courts, all members of society are allowed to live their lives without much in way of overt interference. The population of Senkar mostly consists of tall and thin humans, descendants of the initial wave of space-adapted refugees. With the help of the medical technology of the city, the frail constitution of void-dwellers has been reinforced to the point that 0.9 g gravity of Badal is their new normal, but the general body shape has regardless persisted through the generations. The skin tone of now planet-bound people has gradually shifted away from the unnaturally pale guise of voidborn, however, and most of the population is fairly tan or at least healthy-looking by human standards. Robes, stiff coats and cloaks are in fashion around Senkar, with elaborate patterns seeking to outshine each other in subtle displays rather than particularly garish colors. Out of the inhabitants of the floating city, however, the most notable and mysterious by far are the Djinn. Difficult in the extreme to spot with the naked eye, they occasionally fly through public areas, stirring loose items and dust in the wake of their breeze-like forms. Some of the more important Djinn have chosen to seek more solid presence among the local populace by donning pressure suits or other means to give their amorphous self ways to interact with their human neighbors, and these are often individuals of notable prestige. An often noted way of the Djinn to establish their presence is through one of their Guides: a human allowing the Djinn to fully or partially dwell in their body, often through the use of specialized breathing masks. Religion The spiritual outlook of the Houses has gradually formed as a result of the common spiritualism of middling nobility melding with the more scientific view of the city's scientific elite, but it was only upon their meeting with the Djinn that the philosophy known as The Forever Self was finalized. Essentially, The Forever Self posits that everyone has a specific nature, a core of their being that is vital for leading a fulfilling life. This does not only refer to what some faiths call the soul, but also matters of form and mentality: a full, unfiltered look at an individual as a whole. Not all are even consciously aware of their core self, and like gems they can be polished and shaped. The Forever Self seeks to create an universe where true, polished selves of people are able to exist beyond the obstacles that would often prevent them from realizing themselves, be they societal or physical. As such, the faith broaches the realms of transhumanism and magic as well as simple spirituality, and its pursuit can be a lifelong goal with no expense spared. While respect towards the differences of unique perspectives is at heart of the faith overall, its adherents recognize that they live in yet imperfect universe. As such, they are often forced to close ranks against those who would impede their pursuit or attack their ideas as a whole, even if battles between fully realized heroes and villains would be a joyous thing to behold otherwise. All too clad to leave his own mark in history, Lord Ziven orders the construction of grand floating forums. Forming a giant decahedron shape around the city as they align with its top-like structure, these new venues allow the plazas of learning and trade to explode in number, intensifying the competition for prestige and aiding the followers of Forever Self in expanding their influence. 4.
