Not at all. It's a good point. But you do run into a bit of a problem with assuming the similar technology doesn't exist. Submarine warfare had a big effect on WW1 and WW2. You'd have to find something to substitute in that keeps history running on the same 'course'.

While Absent was going a bit overboard in the advert thread, he does make some good points. How are you planning on dealing with cases where people try to apply magic logic to real world situations? For example, it could be argued that navies are mostly useless: toss freedom of movement onto a submarine and it becomes much faster. Then use a few decanters of endless water as thrust and it becomes mostly silent. Bam, fast and undetectable submarines. They'd easily outclass surface ships.
I think your idea sounds like it can be a lot of fun, but I'm worried about player abuse. Yes, I'm being nosy here. :p
