Through investigation it has been found from a merchant race class phase spiders built the ship and the language on Original tech is their langauge. Higher tech upgrades are of another race on that seems to be more advance then Time Lord themselves. The necromancer is solely their design as well as the time stop ring and the white Hole generator. All things are well over PL 9 tech level.
