Isn't the only difference between the Young Redcap and the Elder Redcap the number of HD each has? With the resulting modifications from having those additional HD the standard advancement rules for a Redcap? The question her is; does the redcap gain their special advancement from Racial HD only?

Given RHD only apply for the Redcap special advancement starting with the 5th racial hit die...

Half-Fiend Redcap : 4HD + 4LA + 4LA for a total ECL of 12

Now, the thing is, Redcaps actually have the following "stuff"...
  • Small Fey
  • Move 30'
  • Natural AC +1
  • Eldritch Stone
  • Powerful Build
  • Damage Reduction 5 / cold iron
  • Low Light Vision
  • Str +4, Dex +2, Con +4, Wis +2, and Cha +2
That, along with the Half-Fiend stuff is what you distribute in features across those 12 levels.
Then, starting at 13th level, if you take more Redcap Racial HD on the right side would then start progressing the special Redcap Advancement.
Note that this doesn't show any class levels taken, this is strictly your "monstrous" side and technically after 12th level you could simply take class levels as a normal gestalt. However, if you did that then your Redcap wouldn't get their special advancement.
Unless of course that Michael rules that the Redcap special advancement works off of any HD advancement of course. If that was the case then you'd start getting it at 5th level when you took your 5th class HD. 😉 
Edit: The 4RHD are effectively what grants the initial stat mods, natural ac, and DR. Of course if Michael does allow the special advancement to work off of non-racial HD then you'd have a Str +16, Dex +16, and Con +16, Natural Armor +9, DR 15 / cold iron at 20th level without ever having to take more RHD. Also, taking RHD for a Redcap isn't really a loss as an outsider anyways since you get the special advancements from 13th level on along with the 1d8, good BAB, all good Saves, and the 8 skill points + Int mod per HD. *shrug*

The Redcap is weird; unlike most other races, it has its own in-built progression already. You can just keep taking more HD and getting more +s (and the LA doesn't increase). I guess that also causes a bit of a conundrum since for these progressions we're rolling everything together and spreading it out evenly, but maybe the right thing to do is just do that with the young version and then keep adding on HD by Redcap special rules? Up to you and Michael, I guess.
