Yeah, Tizian can't be blamed for thinking that. It's a weird claim for sure, especially in this place. But then, maybe he's just getting rid of the competition?

Yes, the statue is oriented such that it "greets" prisoners as they exit from the first cave.

Those who give the statue more than a mere passing glance will notice stains of blood on the ground in front of it (some fresher than others).

Also, a small note: Urminor is not a royalty. He is just from a rich family, too known and status dependent to have a criminal among them. The "Princeling" was supposed to be a mocking name given to the rich boy by the inmates in the jail above.
