Usually the way to dispel such a thing permanently is a sanctified burial in holy ground, namely a consecrated cemetery, preferably in close proximity to the victim's loved ones. Last Rites is generally held to be the ceremony used to make sure an unquiet spirit goes to its final destination. "While we're working on cleaning out the settlement here, might be a good idea to get started on getting folks some water, since we don't know the condition of the wells. This'll desalinate around a gallon of water in a minute, so if you could organize some folks to keep it filled, that'd be a help." Face stiff, it was fairly clear that actual interpersonal interactions were not at all high on the elf's abilities, though it was equally clear that he was doing his best.
