That is all you get for starting equipment, the money, and then you buy whatever you want with that. As for Warcaster Feat, just as it says: "When a hostile creature’s movement provokes an opportunity attack from you, you can use your reaction to cast a spell at the creature, rather than making an opportunity attack. When planning your actions for the round its important to consider reactions as contingency. Of course, everyone only gets one reaction.
