No. Potency just replaces the fundamental runes the game's math expects you to have. Since there are no fundamental runes that boost spell attacks, Potency does not apply there.

Then again, real casters reach Legendary with their spell attacks, while almost all martial classes max out at Master, but get a +3 from runes/potency at the highest levels. Fighters/Gunslingers are the only ones to reach Legendary weapon proficiency, but that is pretty much 'their thing', such as armour proficiency for Champions and saves for Monks.

Property runes should still exist, though the rules don't explicitly state the normal requirement of having a +1 potency per property rune, I think it's typically assumed.

Typically all the '+1' items are removed. Potency runes, skill items, ability boost items. And loot is reduced accordingly.

One downside of removing all +1 skill items is that you can only buff one one skill. Normally at this level you might want a +1 to diplomacy and +1 to deception, and could afford those items. With ABP you just choose a single skill. If skill items existed and just didn't stack it would probably fine.

Right, but if you use your ABP boost on Athletics that's your only skill that gets a boost. Normally you could get expanded Healer's tool and a lifting belt is that's how you wanted to spend your money, for +1 to both skills. For the low skill characters it doesn't matter much, like a fighter might just want Athletics. But for CHA classes or skill monkey classes it was nice to have that additional agency.
